Allegheny County, Pennsylvania, wins 'Oscar' in government.


On Wednesday, July 27, the Allegheny County Human Services Department was awarded the Innovations in American Government Award from Harvard University's Kennedy School of Government for its unique approach to working with people who have behavioral health Behavioral health was first used in the 1980's to name the combination of the fields mental health and substance abuse. As an example, an organization serving both mental health and substance abuse clients might refer to its practice as behavioral health or  diagnoses as they are released from Pennsylvania penitentiaries. These awards are known as the "Oscars" of government.
