Allegheny Announces Virginia Rate Case Decision.

GREENSBURG, Pa. -- Allegheny Power, the electric delivery subsidiary of Allegheny Energy, Inc. (NYSE:AYE), announced that the State Corporation Commission of Virginia issued an order regarding the company's April 2007 rate request.

In its April 2007 filing with the commission, Allegheny had requested the implementation of a rate stabilization plan to moderate the impact of recovering increased purchased power costs beginning July 1, 2007.

The commission's order denies the company's application and motion to establish interim rates, cancels the evidentiary hearing scheduled for August 7 and dismisses the case.

"The commission's order is disappointing. Our rates have been capped since 2000 and during that period we've controlled our non-fuel costs, improved operating efficiency and achieved high ratings in customer satisfaction," stated David E. Flitman, President of Allegheny Power. "However, fuel costs have increased sharply, and we must be able to recover those increased costs to maintain the financial integrity of our Virginia operations. We strongly disagree with the commission's decision and will be taking all appropriate actions."
