Tishman Construction was selected to steer the project to completion on behalf of New York New York, state, United States

 Livingston, hopes are high that work will now get underway on the "multi-year" project by the end of 2005. "Everyone from the city and state is anxious to move this forward quickly. In any event, they will push to accelerate the design and construction schedule."

"We have convention center and hotel experience," said Livingston. "They asked for developer/builder/ owner experience and we think we are the right firm to assist them."

Charles A. Gargano, chairman of the New York Convention Center Development Corp. agreed, saying, "The addition of the Tishman organization adds a world-class team to directly manage our effort to expand and renovate the Javits Center."

Gargano, who also is chairman of Empire State Development Corp., added, "They have an impressive record of experience and have served as the owner's representative for approximately 80 percent of all new convention center space built in the Northeast in the past 10 years."

The Tishman team--which beat out submissions from five other teams--includes contractors, The Velez Organization, and di Domenico + Partners, the architecture and urban design firm currently working with the Port Authority of NY and NJ on the Downtown Restoration Program.

Livingstone said Velez will act as project manager and play "a meaningful role" in the project, while di Domenico will supply design advice during the work, which is expected to create thousands of construction jobs. Gargano said they were all selected because of their experience and the quality and magnitude of large scale convention center projects they have already worked on. They have until August 17 to respond to the Request for Proposals.

Designs for the expansion were submitted by HOK last year when the project was still tied to the stadium plan.

Although the firm is among those short listed, there will be a full review of the seven new RFP (Request For Proposal) A document that invites a vendor to submit a bid for hardware, software and/or services. It may provide a general or very detailed specification of the system.

 submissions before a finished design team is selected, according to Livingston. Nationwide, the Javits Center ranks 18th in overall capacity.

As a result, it has been unable to accommodate bookings representing 800,000 room nights over the next five years.

The two phase expansion will stretch the center 1.3 million square feet, enabling the city to compete for more lucrative convention business as its national ranking goes from 18th to 5th.

Phase I of the project will increase exhibit space from 760,000 s/f to more than 1.1 million s/f and expand the center south to 33rd Street and north to 40th Street.

It will include a 1,500-room headquarters hotel and create the largest ballroom in New York City, capable of holding 6,000 people. Private financing of $200 million will help to finance the convention center hotel.

The City will contribute $350 million towards the project under a Memorandum of Understanding A Memorandum of Understanding (MoU) is a legal document describing a bilateral or multilateral agreement between parties. It expresses a convergence of will between the parties, indicating an intended common line of action and may not imply a legal commitment.  and the State will contribute $350 million through a state supported credit in conjunction with a restructuring of existing Javits Center bonds.

An additional $500 million will be raised through the sale of bonds back by a dedicated $1.50 per key surcharge that the hotel industry has agreed to collect.

Overall expansion, which includes Phase II, will expand the convention center to 1.3 million square feet.

Said Livingston, "There is money for phase one and that's where our focus is now."
