In the PD phase, the team must develop a comprehensive proposal for design and construction of the ships as well as their support during the projected 30 year life span of the class. Review and final selection from the proposals will be completed in 2008, with the first of three ships projected to be delivered in 2012. Total value of the contract for this phase is approximately $11 million USD USD

The SNC-Lavalin ProFac Team includes Alion, the Washington Marine Group The Washington Marine Group is a consortium of companies owned or largely owned by Dennis Washington of Montana. These companies provide a variety of transportation and marine services in British Columbia's waterways. , Raytheon Canada and Thales Canada.
