Alexander to Implement Communications Network in 21 African Countries.


TORONTO--(BW HealthWire)--August 4, 1999--

The company is pleased to announce that its has signed a contract to provide voice, data, Internet and videobroadcasting services throughout 21 countries in Africa.

The agreement involves Alexander Resources International Inc. who has proposed a name change to African Sky Communications Inc at the September 13, 1999 special shareholders meeting, the Common Market for Eastern and Southern Africa The Common Market for Eastern and Southern Africa, is a preferential trading area with twenty member states stretching from Libya to Zimbabwe. COMESA formed in December 1994, replacing a Preferential Trade Area which had existed since 1981.  (COMESA COMESA Common Market for Eastern & Southern Africa ) and the 30,000 member stong Federation of National Associations of Women in Business in Eastern and Southern Africa

The project involves the installation and operation of Tele-Trade Centres throughout the COMESA region, which comprises 21 countries with a total population of over 380 million people.
     COMESA member states include:

     - Angola            - Burundi      - Comoros
     - DRC Congo         - Djibouti     - Egypt
     - Eritrea           - Ethiopia     - Kenya
     - Madagascar        - Malawi       - Mauritius
     - Namibia           - Rwanda       - Seychelles
     - Sudan             - Swaziland    - Tanzania
     - Uganda            - Zambia       - Zimbabwe


Currently there are approximately 4.4 million telephone lines servicing over 380 million people in the COMESA region, which generates USD USD

Notes:
The currency market, also known as the Foreign Exchange market, is the largest financial market in the world, with a daily average volume of over US $1 trillion.
 2.2 billion in revenue per year. There is a great demand for services in the region, the official waiting list for Egypt is 1,173,600 while Tanzania's is 112,200. These figures do not include the number of individuals who desire a telephone and only includes individuals who have submitted an application. The actual waiting list is five to six times the official list.

The company will install Tele-Trade Centres throughout the region, which will utilise VSAT (Very Small Aperture satellite Terminal) A small earth station for satellite transmission that handles up to 56 Kbits/sec of digital transmission. VSATs that handle the T1 data rate (up to 1.544 Mbits/sec) are called "TSATs.  (very small aperture terminal (communications) Very Small Aperture Terminal - (VSAT) A kind of ground station used to contact a communications satellite such as INMARSAT. ) satellite communications, in the rural and urban areas. VSAT networks are wireless networks that support voice, data, Internet and video broadcasting services without incurring high landline infrastructure costs.
     The Tele-trade Centres or TTCs will facilitate programs such as:

     - Telemedicine       - Distance Learning    - Teletrade
     - E-commerce         - Teacher training     - Job training
     - Vehicle Tracking   - Medical Training
     - Social programs    - Government programs  - Microfinancing


Alexander Resources International Inc. is responsible for the installation and management of the Tele-Trade Centres this includes the capital investment and ongoing operating costs operating costs nplgastos mpl operacionales .  network. FEMCOM is also responsible for the operation of the individual Tele-Trade Centres.

The objective of the network is to improve healthcare, education, employment and the overall quality of life in the region while increasing connectivity globally and creating a network, which will be the backbone for future expansion.

This agreement represents a significant step in the company's goal to be a major force in the African telecommunications sector and also marks a new era in the development of Eastern and Southern Africa.
