) and its wholly-owned subsidiary Mid-State Bank & Trust. The company's board of directors approved his nomination at their November meeting.

Rains served as chairman of the board of Ojai Valley Bank until its merger with Mid-State Bank & Trust on October 31, 2003. He joined the Ojai Valley Bank board in 1978 and was elected chairman in 1983. He also served as chairman of the bank's loan committee and audit committee.

A lifelong resident of Ojai, Rains is the owner and chief executive officer of Rains Department Store, an independent, specialty department store founded by his grandfather in 1914. He started working at the store in 1954 and purchased the business from his father in 1969.

Rains has served as treasurer for the city of Ojai since 1995. He has served as president of Ojai Valley Service Foundation since 1976 and served as chairman of the board of Ojai Valley Community Hospital and later as chairman of the hospital's foundation.

Since 1976, Rains has served on the board of the Ojai Tennis Tournament, the oldest amateur tennis tournament in the United States United States, officially United States of America, republic (2005 est. pop. 295,734,000), 3,539,227 sq mi (9,166,598 sq km), North America. The United States is the world's third largest country in population and the fourth largest country in area. . He also served as treasurer and board member of the Ojai Valley Land Conservancy.
