He said: "The difference between war and terror is whether it is the aim of the policy to target noncombatants or not, and it is not the policy of the government of Israel to target innocent civilians. Terror is the conscious effort to target innocent people."

Dr. Keyes told Sharon that "the first prerequisite pre·req·ui·site

Today Dr. Alan Keyes concluded a week-long fact-finding and filming tour of Israel. In addition to a meeting with Sharon, Keyes filmed throughout the country, focusing on the human side of fallout fallout, minute particles of radioactive material produced by nuclear explosions (see atomic bomb; hydrogen bomb; Chernobyl) or by discharge from nuclear-power or atomic installations and scattered throughout the earth's atmosphere by winds and convection currents.  from almost two years of unabated un·a·bat·ed

When asked about the allegations of anti-Israel media bias, Keyes said that, "in order to act with integrity, you should dig for the facts, and I think that's what a lot of journalists are forgetting. You have to be fair on a factual basis, and you cannot ignore the historical complexity of the situation."

In addition to meeting Prime Minister Sharon, Keyes held a series of interviews with military, security and intelligence leadership. He also received an "Award of Appreciation" from the Israel Government Press Office -- an arm of the Prime Minister's Office The Prime Minister's Office is a small department which provides advice to a Prime Minister in some countries:

Felice Friedson, President of The Media Line Ltd., the media company that created and coordinated Dr. Keyes's fact-finding tour, took note of his warm reception by the people of Israel. "Everywhere we've gone, Israelis as well as visiting Americans have come up to Dr. Keyes, demonstrating both recognition and approval."

During his visit Dr. Keyes received high-level briefings, viewed Israeli defensive operations in all parts of the country, and was feted in the Judean city of Efrat, where a large number of Anglo-born Israelis held a "Thank-you Dr. Keyes" evening.
