Dr. Dowling brings over 28 years of experience and expertise in healthcare strategic business planning and information systems and technology to Mitretek. He most recently headed Global Health Associates where he provided senior executive and Board-level consultation to the health industry in the areas of business strategy, process innovation, and technology adoption. Previously, during his 14 years as a partner with Ernst and Young, Dr. Dowling held positions focusing on the health industry, including National Director for Healthcare Information Systems, Healthcare Partner for the Center for Business Innovation and U.S. partner responsible for Global Health Consulting.
