Dowling, Ph.D., has joined the company as Executive Director of the newly expanded healthcare practice, Mitretek Healthcare. Dr. Dowling will be responsible for the strategic direction and leadership of the healthcare practice, which is focused on helping its clients to plan, develop and operate more effective healthcare organizations and delivery systems. In addition, Mitretek Healthcare will research, innovate solutions, and disseminate knowledge on complex health system problems to help enhance quality and effectiveness in healthcare.

Dr. Dowling brings over 28 years of experience and expertise in healthcare strategic business planning and information systems and technology to Mitretek. He most recently headed Global Health Associates where he provided senior executive and Board-level consultation to the health industry in the areas of business strategy, process innovation, and technology adoption. Previously, during his 14 years as a partner with Ernst and Young, Dr. Dowling held positions focusing on the health industry, including National Director for Healthcare Information Systems, Healthcare Partner for the Center for Business Innovation and U.S. partner responsible for Global Health Consulting. He was a member of the White House Task Force on Healthcare Reform; served on the Information Management Task Force of the Joint Commission on Accreditation of Healthcare Organizations Joint Commission on Accreditation of Healthcare Organizations,

Dr. Dowling serves as an Adjunct Professor and Senior Research Associate at the Weatherhead School of Management The Weatherhead School of Management is a private business school of Case Western Reserve University located in Cleveland, Ohio. Weatherhead is considered a top-tier business school, with its strongest programs concentrated in organizational behavior, nonprofit business,  and the Health Systems Management Center, Case Western Reserve University. Previously he was also an Adjunct Professor at the School of Nursing and Health Sciences, Georgetown University Georgetown University, in the Georgetown section of Washington, D.C.; Jesuit; coeducational; founded 1789 by John Carroll, chartered 1815, inc. 1844. Its law and medical schools are noteworthy, and its archives are especially rich in letters and manuscripts by and . Dr. Dowling is active in professional healthcare organizations, and holds or has held many board and advisory positions including the Visiting Nurses Association, Georgetown University's Health Information Management Executive Seminar Program, the National Cancer Institute's Information Architecture Board and the Advisory Board of the Health Information Television Network. He has participated as a presenter, keynote speaker and chair at scores of healthcare-related conferences and has been published in numerous healthcare publications and journals. He has also served on the Editorial Board for Clinical Data Management and Health Matrix.
