Alabama Public Service Commission Issues Order on Mobile Gas Rate Case.

MOBILE, Ala.--(BUSINESS WIRE)--Oct. 3, 2001

Mobile Gas Service Corporation, a subsidiary of EnergySouth, Inc. (Nasdaq:ENSI), announced that the Alabama Public Service Commission The Alabama Public Service Commission is a body of three elected members, a President and two Commissioners, who each serve 4-year terms. The President is elected during Presidential elections and the Commissioners are elected during midterm elections.  (Commission) had approved rate adjustments which will become effective this month. The Company reported that it requested a $9.2 million annual increase and that, as a result of a settlement with the Attorney General of Alabama The Attorney General of Alabama is an elected, constitutional officer of the State of Alabama. The office of the Attorney General is located at the state capitol in Montgomery, Alabama. Henry Hitchcock was elected Alabama's first attorney general in 1919. , the Commission approved a rate increase of approximately $7.8 million, which would allow the Company the opportunity to earn a rate of return on equity of 13.6 percent. The Company said that falling natural gas prices will more than offset the rate increase, so that the monthly bill for an average residential customer of Mobile Gas will decrease by about 13.7 percent.

 methodology already used by the Commission to regulate certain other utilities, which would allow for periodic rate adjustments in the future. The Company reported that the Commission postponed action on the request, but Mobile Gas and the Alabama Attorney General are in agreement that an RSE tariff would provide for a rate of return from 13.35 percent to 13.85 percent, subject to adjustment by the Commission in certain proceedings. The Commission will conduct a hearing by the end of May 2002 upon Mobile Gas' RSE request.
