The report advises on a technology-research strategy and a rationale for using open source software development as new model to answer America's high end computing needs.

The PITAC report recommends using open source licensing to encourage collaboration in software development for high end computing. It's the first step on a journey that will see the federal government release code into the open source community, but more importantly, allow government agencies to use open source software instead of costly, closed software.
