Shanker Aiyar has acknowledged the need for strengthening Panchayati Raj institutions by devolution of financial and legislative powers. Inaugurating a conference on Panchayati Raj in New Delhi on Wednesday, he said it has been globally accepted that local self-government is a best form of governance and therefore the spirit of 73rd amendment of the constitution must be implemented in letter as well as spirit. Aiyar also released a book on Panchayati Raj and Local Governance. The two-day conference, attended by dignified policy makers and other stakeholders, is expected to discuss on the various ways and means WAYS AND MEANS. In legislative assemblies there is usually appointed a committee whose duties are to inquire into, and propose to the house, the ways and means to be adopted to raise funds for the use of the government. This body is called the committee of ways and means. to strengthen Panchayati Raj institutions across the country.
