Airport Vote: The Los Angeles City Council approved an $11 billion proposal to update Los Angeles International Airport, although only $3 billion of that has actually been green-lighted. That first phase would include relocating the southern runway and adding a center taxiway; constructing a transit center and people mover to link the Green Line train to LAX terminals: building a consolidated rental car center and adding gates to Tom Bradley International terminal. The project, which received 12 of 15 council votes, must still withstand court challenges and is likely to generate lawsuits from opponents, many of them neighborhood groups, who say the changes will increase traffic and noise. A few council members also questioned whether the plan does enough to protect the airport from terrorism and wanted the vote postponed until a security study is completed next spring.
