 unveils new plan for passenger screening. DHS announced Thursday a plan to upgrade computerized airline passenger screening and says it has resolved congressional and public concerns about personal privacy. How Safe Are E-Passports? The US Department of State began issuing electronic passports (e-passports) a year ago this month. E-passports are virtually the same as traditional passports, except for one very special feature: a small integrated circuit integrated circuit (IC), electronic circuit built on a semiconductor substrate, usually one of single-crystal silicon. The circuit, often called a chip, is packaged in a hermetically sealed case or a nonhermetic plastic capsule, with leads extending from it for  or "chip" embedded in the back cover. This chip is meant to securely store the biographical information and digital image that are visually displayed on the passport, but a German security researcher has now twice demonstrated that it may not be very secure at all.  a recent article in tech magazine Wired, Lukas Grunwald, an e-passport consultant to the German parliament, last year found ways to pull information from the passports chips. This information could be transferred to a forged read-write chip that would appear valid to security officials when read. Now Grunwald has found flaws that will allow someone to replicate valuable information from these chips, such as fingerprints, as well as ways to disrupt passport readers made by two different manufacturers. He says these two manufacturers readers are presently in use at some airport entry points. Grunwald believes this means people can manipulate the readers to approve defunct passports, as well as forged ones. One year later, restrictions on liquids routine. Year-old restrictions imposed on the amounts of liquids carried by passengers on to planes are now an accepted part of the security routine. Airlines are arguing that flight delays will worsen if Congress fails to fund ATC system modernization. Commercial carriers and their passengers provide more than 90% of the taxes that fund the system, yet they consume closer to 74% of the costs of running it, the FAA estimates. Registered Traveler The Registered Traveler Pilot Program is an airline passenger security assessment system that was tested in the United States air travel industry in 2005. It was used in several U.S.  program benefits limited. Unpredictable security rules a headache for passengers. It's hard for a traveler to guess what might set off a security alarm these days. Chocolate, ice packs and games have all been fingered as possible threats. A TSA spokesman said the agency is "not going to ban cheese and ice packs anytime soon," but the list of suspect items is constantly changing to reflect everyday things that can look dangerous when viewed with an X-ray. Commercial passengers subsidize noncommercial airports. Airport Improvement Program grant money comes from airline passengers and provides funding to mostly small airports that cater to charter services, hobbyists and business jets. The local airports have used the money for everything from buying weather observation equipment to paving runways to improving storm water management to buying land around the airport. The update in technology needs to be accompanied by updated funding methods: Commercial passengers have long subsidized corporate jets, and it's time to correct that by charging everyone for the resources they use.
