ATA - Advanced Technology Attachment
 said the National Airspace System needs to be improved dramatically, but airlines should not shoulder the related cost increase alone. The airlines support a user-fee system that allocates fees based on daily departures and the amount of time the flights stay in the air traffic system. The ATA launched a campaign and Web site, called "Smart Skies," supporting airspace modernization and a user-fee system.
