Venezuela ready to proceed with ban, official says. Venezuelan Vice President Jose Vicente Rangel said Thursday his country is prepared to go ahead with a ban on flights by most American carriers if U.S. regulators don't agree to upgrade their safety rating on Venezuelan airlines. Mar 3, 2006
