EU yesterday reached an expanded aviation services agreement with Morocco, announced new negotiations with Ukraine and referred Greece to the European Court of Justice European Court of Justice, judicial branch of the European Union (EU). Located in Luxembourg, it was founded in 1958 as the joint court for the three treaty organizations that were consolidated into the European Community (the predecessor of the EU) in 1967. . The deal with Morocco, signed by EU VP-Transport Jacques Barrot and Moroccan Minister of Transport Karim Ghellab, is a "new type of aviation agreement" that replaces all bilaterals between the North African nation and EU members and includes open skies as well as initiatives to enhance security and safety and the harmonization of competition, state-aid, environmental and consumer protection rules. It also will allow for cross-investment. It is the first time that the European Community has signed a complete aviation services agreement with a non-European country. Dec 13, 2006

European Commission was instructed to open negotiations with Ukraine to develop a common aviation area. Passenger traffic between Ukraine and the EU has tripled in the past five years. The EC also decided to refer Greece to the ECJ ECJ European Court of Justice  for failing to establish fully an independent national supervisory authority to adhere to all Single European Sky directives. Industry discusses environmental efforts. Governments, aviation officials and airlines are examining airline recycling and emissions efforts. The Air Transport Association notes that its members are increasingly emphasizing recycling in their operations. Airlines could face high costs under an EU program that charges for carbon dioxide emissions. Airlines oppose the plan, and DOT officials say the EU should not set up such a program unilaterally because it includes all airlines. Dec 12, 2006
