The Civil Aviation Authority Civil Aviation Authority civil (Brit) nBehörde f für Zivilluftfahrt  has said airlines should be given widespread freedom to trade airport slots. In a joint report with the Office of Fair Trading The Office of Fair Trading or OFT is a non-ministerial government department of the United Kingdom, established by the Fair Trading Act 1973, which enforces both consumer protection and competition law, acting as the UK's economic regulator.  a study, it warned against "heavy-handed" measures and recommended only a handful of rules to prevent anticompetitive behavior. They include banning carriers from imposing restrictions on slots they sell to rivals and the publication of information to increase transparency. Dubai Aerospace Enterprise (DAE) was established in Dubai in February 2006, and is building a global aerospace, manufacturing and services corporation.
 announced a formal link-up with Cranfield University, "which will lead to Dubai having its own specialist aerospace institute."
