EU lawmakers admit carbon trading is politically expedient. Members of the European Parliament European Parliament, a branch of the governing body of the European Union (EU).  said climate change is an emotional issue in the EU and "there is a perception, correct or incorrect...that the U.S. does not care about climate change." FAA environmental regulator Carl Burleson responded that the U.S. is committed to the issue but believes energies should be focused on research into alternative fuels. Sep 14, 2007

Industry groups point out that over time, advances in technology will lessen aviation's already small impact on Earth's climate. Sep 13, 2007

Demonstrators plan "strand-in" in Washington, D.C.. The Coalition for Airline Passengers' Bill of Rights is planning a demonstration with a mock airplane cabin, hoping to spur congressional action on a passenger bill of rights. Assistant Transportation Secretary Andrew Steinberg notes, however, that very few passengers ever become stranded for long periods. "Last year, your chances of being on the tarmac for more than five hours after leaving the gate were about 1 in 200,000," Steinberg said. Sep 13, 2007

the FAA, about 25% of all flights nationwide are delayed, with busy airports seeing even higher percentages. The agency says that its antiquated radar-based air traffic control system is one of the primary causes of the delays. The FAA is seeking $15 billion to $22 billion by 2025 to build a satellite-based system that can better handle the traffic demand. Funding the new system is problematic, and the FAA has proposed an increase in fuel tax for general aviation aircraft, and for airlines to pay a 50-cent-per-mile user fee for using the airspace and $105 per landing at major airports. FlightTracker is a new service where passengers can share real-time information about flight status, delays, airport conditions, security delays and weather before leaving home. Emissions trading scheme sparks debate between U.S., U.K.. U.K. officials are defending a plan by the EU to include airlines in emissions trading regulations, a stance that trade associations and the American government oppose. The Air Transport Association's Nancy Young says the cost of emissions trades could keep airlines from investing in cleaner technologies, which would better benefit the climate in the long run. U.S. environmentalists turning eyes to aviation. The American airline industry has been largely ignored by environmental activists, unlike its European counterparts who were caught by surprise when a tide of anti-aviation sentiment swept through the Continent. There are signs that that may be about to change: "This shift in the European view toward aviation happened virtually overnight," said FAA Administrator Marion Blakey Marion Clifton Blakey (born March 26, 1948) was the 15th Administrator of the Federal Aviation Administration. She was the second woman to hold the position, serving as a successor to Jane Garvey, the first woman to hold the Administrator title. . "We should not be so foolish as to presume that it can't happen (programming) can't happen - The traditional program comment for code executed under a condition that should never be true, for example a file size computed as negative. Often, such a condition being true indicates data corruption or a faulty algorithm; it is almost always handled  here." Sep 11, 2007

Part of the problem lies with funding -- the FAA is laying the groundwork for a GPS-based control system, but it is expensive. , which mostly relies on taxes paid by passengers on commercial flights, gives corporate fliers a nearly free ride. Services to private fliers account for 16% of air traffic control expenses, but those fliers pay for just 3% of the budget. The FAA wants to repair that inequity, and Congress should turn a deaf ear to the corporate lobbyists who complain. Sep 10, 2007

Ideas abound for how to fix the air traffic control mess. Experts are offering up lots of partial fixes for the current air traffic situation. The proposals include switching to a GPS-based traffic guidance system, hiring more air traffic controllers, redesigning congested con·gest·ed

air space, expanding runways and privatizing air traffic control services. Some of the fixes are already being implemented -- the FAA is redesigning airspace and has awarded a contract for work to begin on a satellite-based air traffic control system. The Air Transport Association says some carriers are testing new navigational patterns that reduce time wasted circling airports. Sep 10, 2007
