"This initiative will allow the Air Force to dramatically reduce the time and government dollars required to provide our military families at these bases access to quality, affordable housing," said Colonel Patrick. The housing privatization program was initiated by the Department of Defense in 1996 to speed up refurbishing of military quarters and to build new housing. The military uses real estate transactions that lease land and convey existing housing units to a private development company on a long-term basis, typically a 50-year term. The developer's income comes from leasing the property to military members at set housing allowance rates. Not to be confused with traditional military construction projects or government acquisition programs, housing privatization is a real estate transaction. While the government may loan the developer a certain portion of the money required for the project, the developer must also arrange for other necessary loans from financial institutions to fund the development. "For every dollar the Air Force commits, in housing and privatization, the private sector will invest many times more," said Colonel Patrick. This will be the second grouped housing privatization project for the Air Force and AETC. Source selection for AETC's Group I Housing Privatization Project is underway with award of the four-installation lease anticipated later this year. The Group I project includes nearly 3,000 housing units at Altus AFB, Okla.; Luke AFB, Ariz.; Sheppard AFB, Texas and Tyndall AFB, Fla. The Group II Industry and Financial Forums held this week included overviews of the Air Force and AETC housing privatization programs, a business-case analysis of the Group II project, individual presentations on the seven grouped installations and a detailed explanation of the solicitation and award process.
