) has made Galorath's SEER estimation modeling tools available to its entire Command. The Command-wide license is part of an initiative to increase the cost estimating capability across the entire Air Force. It enables all personnel at any of the 15 Command sites to use both the software model, SEER-SEM SEER-SEM Software Evaluation and Estimation of Resources - Software Estimating Model , and the hardware model, SEER-H.

"We are trying to build a robust tool bag that will be available to cost analysts and programs across AFMC," said Robert Novak, Senior Technical Cost Advisor to HQ AFMC. According to Novak, the initiative has two goals. The first is to relieve the administrative burden of each Center to separately license the tools. The second, and probably the most important, is to put the tools in the hands of the estimators that previously did not have access. "The intent is to improve cost estimating across AFMC through the consistent application of community-accepted parametric cost estimating models, such as SEER," said Novak.

For 15 years SEER tools have been used at individual Air Force bases. "The Air Force was our first customer back in 1988," said Dan Galorath, founder and president of Galorath Incorporated. "Since then our tools have been used on hundreds of different projects at the Air Force.
