("Chatham"), for the purchase of a proposed oriented strand board Oriented strand board, or OSB, or waferboard, or Sterling board (UK), is an engineered wood product formed by layering strands (flakes) of wood in specific orientations. ("OSB") mill project based in Lisbon, New York Lisbon is a town in St. Lawrence County, New York, United States. The population was 4,047 at the 2000 census.
