In recent weeks, international aid agencies have been targets. Two Afghans working for UNICEF UNICEF (y`nĭsĕf'), the United Nations Children's Fund, an affiliated agency of the United Nations.  were killed when their automobile came under rocket attack. Angry crowds attacked the offices of CARE International and a French humanitarian organization, ACTED.

Anger towards the 23,000 US soldiers and other foreign troops in Afghanistan has been growing over the recent deaths of civilians in traffic accidents and in an air strike targeting Taliban fighters in a southern village.
