Police report that she had agreed to visit Howell at his office on May 14 to go over his records, which he claimed were being kept off site. She was never seen alive or heard from again.

According to a spokeswoman for the North Carolina Department of Insurance, state examiners are trained to call for backup if they feel threatened. Rohrbach in fact, had in the past called for such backup but did not do so in this case.

State insurance department officials say there was nothing about the allegations in Howell's case that marked it as particularly dangerous or life-threatening for the examiner.

Police suspected Howell almost immediately after Rohrbach's disappearance. In fact he was arrested days before her body was found in a wooded area about a half a mile from Howell's agency.

Since the discovery of Rohrbach's body, police have also retrieved a stick from the Dilworth Agency.

What other facts investigators know about the case will probably not come out, at least until trial, and as surely as Rohrbach's body was laid to rest on May 25 the reverberations from this case won't settle for quite some time.
