On Saturday, the Lane County Animal Regulation Authority will join with animal control agencies nationwide to encourage pet owners to properly ID their animals. LCARA Manager Mike Wellington says that 90 percent of dogs handled by the agency's animal control officers lack licenses, identification tags or microchip implants that have owner information.
