THE PACESETTER RUBIN POSTAER AND ASSOCIATES THE Santa Monica-based shop remains the top independent advertising agency in L.A. County with gross billings approaching the $1 billion mark. The agency increased gross billings 8.8 percent in 2004, to $955 million. Although no new clients were added during the past year, President and Chief Executive Gerrold Rubin credits the increase in billings to an improved economy.
