THE Santa Monica-based shop remains the top independent advertising agency in L.A. County with gross billings approaching the $1 billion mark. The agency increased gross billings 8.8 percent in 2004, to $955 million.

Although no new clients were added during the past year, President and Chief Executive Gerrold Rubin credits the increase in billings to an improved economy. "Advertising is looked at as an expenditure or investment. Our industry tends to mirror the general economy," he said.
