Mr. Harper has been a practicing attorney for 14 years in Utah before the U.S. District Court and U.S. Court of Appeals, Tenth Circuit. He holds an undergraduate degree from Central Michigan University Central Michigan University, at Mount Pleasant, Mich.; coeducational; est. 1892 as a normal school, became Central State Teachers College in 1927, achieved university status in 1959.
