Advanced Business Sciences, Inc. Completes Acquisition of Comguard, Inc.

OMAHA, Neb.--(BUSINESS WIRE)--Oct. 9, 1998--Advanced Business Sciences, Inc. an Omaha Based technology company that provides real time monitoring and tracking of adults and juveniles for the criminal justice industry has announced the completion of the acquisition of Comguard Leasing & Finance and its wholly-owned subsidiary. The transaction was completed on September 28, 1998, in a stock for stock exchange between Advanced Business Sciences(ABS) which is currently publicly traded on the OTC bulletin board under the symbol of ABSH and the privately held Comguard.

Rob Rasmussen, Chief Operating Officer of ABS said "Comguard's facility in Bradley, Illinois, will continue to provide maintenance and support for the home arrest units they currently supply to their customers as well as providing maintenance to other service providers in the industry while ABS will continue to manufacture and support the ABS ComTrak product from its Omaha location.. Marketing for all products and services will be handled jointly from both locations." The patent-pending ABS ComTrak system uses the satellites in the Global Positioning System(GPS) , wireless telecommunications and proprietary computer software to provide world-wide real-time monitoring and tracking of individuals under control of the corrections industry.

The combination of ABS and Comguard gives both companies the expanded capability of offering all levels of service, beginning with the basic home arrest and progressing upward to the most sophisticated GPS tracking that can locate an offender on demand as well as map his or her previous movements. Mike Reeves, of Comguard stated that he has been in the industry for several years and sees two trends. First, the expansion of all electronic monitoring as an alternative to incarceration and secondly, an expansion of more complex requirements for the parole and probation agencies. The expanded levels of service will allow more tailor-made solutions for the different types of offenders, making use of electronic monitoring more effective. "We are already seeing the cross-over. The creation of multiple levels of service has already generated several requests for the GPS products from existing home arrest users wanting to expand their services." Reeves said.

ABS also announced new contracts to provide ABS ComTrak units to Fairfield County Probation Department of Fairfield Ohio and Arizona Department of Health Services associated with the Arizona State Hospital in Phoenix. The Ohio contract will place tracking units on both adult and juvenile offenders while in Arizona the ABC ComTrak units will be used in the Community Prevention and Treatment Program for State Mental Health. In addition, the Dallas County Community Supervision and Corrections Department agreed to extend its contract for an additional year.
