        the UCLA Proposition 36 evaluation.

Why:    The final UCLA evaluation of Proposition 36, which the
        Department of Alcohol and Drug Programs released today, shows
        that changes are necessary to improve accountability and
        outcomes. Fewer than 1 in 3 offenders --- or 32 percent ---
        complete treatment through Proposition 36 the report found.

        The report also finds that people who complete treatment do
        better in a number of ways. The state sees costs savings of
        $4 for every $1 spent on treatment completers, more people
        lead drug-free lives, commit fewer crimes and find employment.
