It provided portraits of individual homeless people as well as an overall demographic portrait, demonstrating the heterogeneity of the homeless. It outlined the scope of the problem and argued that the root causes were a lack of housing and poverty. Finally, it provided policy recommendations for addressing homelessness, most based on seeing homelessness as a housing problem first and foremost, but not entirely neglecting issues of alcohol and substance abuse or mental illness.
