Accenture and State of Delaware Develop Advanced Internet Portal in 100 Days; Site Illustrates the Power of Web Solutions for eGovernment Services.

Business/Technology Editors

DOVER, Del.--(BUSINESS WIRE)--April 4, 2001

The State of Delaware and Accenture today celebrated the successful launch of the state's new Internet See Web 2.0 and Internet2.  portal, which provides people with a single web site they may use to conduct business with all three branches of state government. The site, delaware.gov, is expected to transform the delivery of government services to allow citizens and businesses to access most information in four clicks or less.

Built in 72 days, the portal was officially unveiled at a ceremony in the Delaware Public Archives Building. "This portal marks Delaware's first significant step toward using the Internet to provide greater service to our citizens and businesses, as we move them out of the lines they often face at state agencies and to the `First State' online web site," Governor Ruth Ann Minner Ruth Ann Minner (born January 17 1935) is an American politician and businesswoman from Milford, in Kent County, Delaware. She is a member of the Democratic Party, who served in the Delaware General Assembly, two terms as Lieutenant Governor of Delaware, and is the incumbent  said. "Technical experts refer to this new web site as a portal. For Delawareans, it's just that - a gateway to state services and information."

The portal design rests on an intentions-based approach that anticipates the needs of state residents, visitors, businesses and state employees, thereby reducing the amount of work required to interact and even transact An earlier e-commerce system for the Web from Open Market that included order capture and secure order fulfillment using credit cards, ecash and other payment systems. It included customer service and subscription administration capabilities as well as an integrated database for reporting  business electronically with state government in Delaware. Already, citizens and businesses can file state taxes online, and individuals wanting to start a new business can file their franchise tax payments electronically.

"Accenture was pleased to help bring the efficiencies of the Internet to the State of Delaware. It's rather fitting that the first state to ratify ratify v. to confirm and adopt the act of another even though it was not approved beforehand. Example: An employee for Holsinger's Hardware orders carpentry equipment from Phillips Screws and Nails although the employee was not authorized to buy anything.  the U.S. Constitution would be among the first to take the big picture approach to creating eGovernment," said Steven Petchon, Accenture partner, Government. "Success in realizing eGovernment requires thinking big, starting small and scaling fast, and that's the formula Delaware has employed and plans to follow as it rolls out additional digital services via its new portal."

Accenture designed and developed the portal using software provided by Yahoo! Inc. (NASDAQ NASDAQ
