Abt Associates Names New Vice Presidents; Fred Glantz and Sheila O'Dougherty Play Key Roles In Domestic And International Projects.

Abt Associates Inc. announced it has named Fred Glantz and Sheila O'Dougherty Vice Presidents. Wendell Knox, President and CEO, said "Fred Glantz and Sheila O'Dougherty have made significant and sustained technical, management and sales contributions to the company and continue to provide leadership in their respective roles. Fred is a recognized leader in child nutrition and childcare policy, and Sheila has played a major role in managing our projects in Central Asia."

For the past 27 years, Dr. Glantz has been principal investigator for evaluation and policy analysis projects focusing on childcare and child nutrition. He has been involved in several national child care studies including the National Day Care Study, the National Family Day Care Home Study, and the 1990 National Child Care Survey. He also directed the Assessment of the Efficacy of the Federal Interagency Day Care Requirements. He recently served as the project director for the National Study of Child Care for Low-Income Families being conducted for the Department of Health and Human Services and is currently responsible for the design of the Evaluation of Child Care Subsidy Strategies and is preparing an Analytic Review of the Literature on the Effects of Child Care Subsidies for the Department of Health and Human Services. He received his Ph.D. in Economics from Syracuse University and B.S. in Economics from the City College of New York.

Sheila O'Dougherty is Chief of Party for Abt Associates programs in Central Asia. Stationed in Kazakhstan, she also supervises work in Tajikistan, Turkmenistan, Kyrgyzstan, and Uzbekistan.

O'Dougherty joined Abt Associates in 1994. She has worked as Director, Co-director and Deputy Director of the ZdravReform project for five years where she was instrumental in the development of the innovative Central Asia health reform model. She brings a unique mix of policy, technical and management skills to the roles in which she has served. Before joining Abt Associates she served as a staff member to the Senate Finance Committee and was a Research Analyst at the United States Health Care Financing Administration, gaining experience in health policy research, health delivery systems, health financing, health insurance and health information systems. O'Dougherty holds a Masters Degree in Hospital Administration and a B.S. in Accounting from the University of Minnesota.
