The new U.S. ambassador to the United Nations, John Bolton, delivered an official "Explanation of Position" to the assembly in the final moments of the Summit. In it he stated that "the use of the phrase 'reproductive health' ... cannot be interpreted to constitute support, endorsement or promotion of abortion." This statement will now be part of the newly issued UN document (LifeSiteNews.com, September 23, 2005).

On September 28, Kofi Annan's chief of staff clarified and confirmed that the term "reproductive health" does not include abortion.
