On October 11, ABC-Naco and its subsidiaries voluntarily filed for reorganization under Chapter 11. Electron, including its facility in Blackwell, Oklahoma Blackwell is a city in Kay County, Oklahoma, located at the intersection of U.S. Route 177 and Oklahoma State Highway 11 along Interstate 35.
