Douglas Clark (born 1942) is an English poet.

Clark was born in Darlington, County Durham, England, to Scottish parents in 1942.

Those who gave the awards expressed gratitude and pride.

But it was humility and surprise that was most expressed by police officers and community members honored Thursday at the first Police/Community Partnership Awards Luncheon at the Radisson Hotel.

When Detective Gene Hostetler, 48, was told he had been picked to receive the Michael F. Clark Award for his unselfish commitment to the community, he said he was ``shocked at first, then ecstatic.''

The awards luncheon, sponsored by the Chamber of Commerce, was the result of ideas generated by the Police Department's Recognition Committee, said Police Chief Randy G. Adams.

``They worked hard, and I'm proud of their efforts,'' he said.

Lt. Donald Austin, chairman of the 18-month-old committee, said the panel's mission was to spotlight the sacrifice and dedication shown by police personnel and community members.

``We've got reserves who do a great job, and we've got community volunteers who do a great job. We're long overdue in recognizing these people,'' Austin said.

Dennis Barbee, chairman of the Chamber of Commerce, opened the luncheon by saying, ``It is not by mere chance that Simi Valley is one of the safest cities in the nation.''

But Barbee and Adams, who also addressed the gathering, stressed that safety is not only the result of an intolerance intolerance /in·tol·er·ance/ (in-tol´er-ans) inability to withstand or consume; inability to absorb or metabolize nutrients.

Frank Witman, 65, who was ``surprised'' to be named Volunteer of the Year, and who will retire in June as pastor of United Methodist Church United Methodist Church, in the United States, religious body formed by the union in 1968 of the Evangelical United Brethren Church and the Methodist Church (see Methodism). , praised the relationship between the community and police.

``It was always good. But it's an even stronger relationship than it was when I came here 28 years ago,'' he said.

The partnership awards also honored private citizens whose brave actions resulted in an arrest or the protection of private property.

It's that kind of support that Adams said his department cannot do without. In his comments printed in the awards ceremony program, Adams wrote, ``Something special happens when people who care about their community get involved and take that extra step to make things better.''

But the partnership awards, and, generally, the department's effort to improve the way it recognizes its own, also have played well with police personnel.

Niels Winther, a lieutenant in the police reserves, praised Adams and the work of the Recognition Committee. ``It motivates us.
