Don Rodriguez, commander of the Santa Clarita Valley The Santa Clarita Valley is the valley of the Santa Clara River in Southern California. Auto thefts also increased valleywide, and the station's crime analyst will study the cases to see if any links can be drawn, Rodriguez said.

Burglary declined in the second quarter within city limits, after a rocky first quarter blamed on a rash of residential break-ins. But the problem appeared to shift outside city limits where the burglary rate more than doubled from 32 in the first quarter of 1997 to 67 in the same period this year.

Recent annexations boosted Santa Clarita's population by 10,000 to nearly 150,000. The neighborhoods annexed were low-crime, newer communities in Valencia and Saugus with little retail business.

Rodriguez said the city is determined to drop below safe cities Thousand Oaks, Simi Valley and Amherst Town, N.Y., to win the No. 1 safest-city title.

He said the effort is a simple one if residents take precautions to cut crime.

``People leave valuable items in their cars - those lead to crimes of opportunity,'' he said. ``Or they close their garage doors but leave the side door open, and the door from their garage to their house is unlocked. A burglar can walk right in.''

Rodriguez suggested locking the hoods on cars to make it difficult for would-be thieves to disconnect batteries.

``They do that to eliminate the risk of activating an air bag when they're stealing it,'' he said.

He also suggested hiding valuables such as cell phones, and lowering the car antenna to avoid drawing attention to the car.

``There are a lot of things you can do to protect your house or your car by just taking simple precautions.''
