AUTHORITY LACKING FOR AUDIT BY CITY OF FLOAT GROUP.Byline: Naush Boghossian Staff Writer GLENDALE- The city has no authority to audit the books of the Glendale Rose Float Association, officials have concluded after questions were raised about the group's finances.
