Proponents of establishing a Valley agency to operate the area's bus system said the audit will help determine whether the idea is financially sound. The audit also may reveal the true depth of the fiscal problems at the Metropolitan Transportation Authority, said Rocky Rushing, an aide to state Sen. Tom Hayden Thomas Emmett "Tom" Hayden (born December 11, 1939) is an American social and political activist and politician, most famous for his involvement in the anti-war and civil rights movements of the 1960s. , D-Los Angeles.

``They will be compelled to disclose everything, all the warts, all the skeletons,'' Rushing said.

The audit comes as officials consider a pair of competing proposals for giving the San Fernando Valley more control over mass transit mass transit, public transportation systems designed to move large numbers of passengers. Types and Advantages

Mass transit refers to municipal or regional public shared transportation, such as buses, streetcars, and ferries, open to all on a

``The San Fernando Valley is basically a pristine area when it comes to transportation,'' said Bob Scott

While some favor setting up a transit zone to oversee local bus service without severing ties to the MTA, Hayden has proposed legislation to create a Valley Transit Valley Transit is a city bus and paratransit commission operated by the city government of Appleton, Wisconsin.

The system operates across the Fox Cities and serves the cities of Appleton, Kaukauna, Menasha and Neenah, as well as the towns of Buchanan, Grand Chute and

The audit is a critical first step in that process, Rushing said, since the results would be used to determine how much of the MTA's debt a new Valley agency would have to assume.

``This will answer the question: Is the MTA's fiscal sinkhole sinkhole

so big that any new transportation authority would be sucked into it?'' Rushing said.

The MTA is already studying the creation of a transit zone in the Valley, and that work might answer some of Hayden's questions without an audit, said Ed Scannell, an agency spokesman.

But the MTA did not oppose the audit request, Scannell said.

Hayden made the audit request, which was approved by the Joint Legislative Audit Committee. Officials expect the probe to take about 900 hours of work to complete, at a cost of about $58,500.

Because the audit's results would be used to calculate payments to the MTA, officials there will have an incentive to fully disclose - rather than minimize - the agency's long-term debts, Rushing said.

``It has the potential for being the cleanest audit ever of the MTA,'' he said.
