County officials recommended Friday that the Board of Supervisors seek a financial audit of Entertainment Industry Development Corp. and possibly evaluate the performance of its president. The district attorney has opened an investigation into the film-permitting agency and its president, Cody Cluff, for possible misuse of funds for personal expenses and improper political contributions to city and county officials who sit on its board and to the mayor's campaign against secession. He was sworn in for his second term on December 6, 2004. and some other officials believe it is a governmental entity that has misused public funds. The recommendation from the county Chief Administrative Officer A chief administrative officer (CAO) is responsible for administrative management of private, public or governmental corporations. The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive and the County Counsel's Office calls for a ``comprehensive financial audit of EIDC, including all expenditures and revenues.'' It also seeks a review of the agency's ``bylaws The rules and regulations enacted by an association or a corporation to provide a framework for its operation and management. Bylaws may specify the qualifications, rights, and liabilities of membership, and the powers, duties, and grounds for the dissolution of an , policies and procedures Policies and Procedures are a set of documents that describe an organization's policies for operation and the procedures necessary to fulfill the policies. They are often initiated because of some external requirement, such as environmental compliance or other governmental to assure that they are consistent with county and city contracts, and all applicable laws'' and possibly consider a performance review of Cluff. Supervisor Zev Yaroslavsky plans to introduce a motion Tuesday to approve the report's recommendations. ``Obviously, there has been an absence of regular oversight here and even as we've tried to get into some of the details in the last week, it's been exceedingly difficult to get details,'' Yaroslavsky said. He said when county officials requested budget information from the EIDC, all they got was a half-page document with minimal information. The organization's bylaws require yearly audits, but he said even though he's a board member he has no idea whether they were conducted or what they may have found, and that is why he believes a full outside audit is needed. EIDC officials could not be reached for comment late Friday. The 11-member EIDC executive committee includes four county supervisors. The executive committee meets quarterly and the full board meets once a year, which Yaroslavsky said is a schedule designed to minimize oversight. |
