ATSI Appoints Stephen Wagner to Board.

The ATSI Communications Inc. (AMEX:AI) Board of Directors unanimously appointed Stephen M. Wagner as the Company's newest member of the Board of Directors, increasing the size of the Board to seven members.

Mr. Wagner joined ATSI as the President and Chief Operating Officer of the Company in August of this year, with full responsibility for running ATSI's U.S. telecom operations. Prior to joining ATSI, Mr. Wagner served as President of Qwest Communications International's Southern Region. In addition, he held management positions at LCI International and USLD Communications prior to both companies being acquired by Qwest in 1998 and 1997, respectively. He has over 20 years telecommunications-related experience.
