ATC Selects Leaders for Key Positions.

American Transmission Company LLC has named leaders for key positions in operations, planning, finance, and customer and regulatory relations.

Donald J. Morrow has been named director of system operations. When ATC begins operation on Jan. 1, 2001, Morrow will oversee the day-to-day operation of a high-voltage electric transmission system that serves customers from the Upper Peninsula of Michigan to the Wisconsin-Illinois border. Morrow is currently the senior director of Madison Gas & Electric's Systems Operation Center, responsible for electric system operations and gas distribution monitoring. A registered professional engineer, Morrow graduated with honors from the University of Wisconsin-Madison with a BS degree in electrical engineering. He has served on numerous industry committees affiliated with the Mid-America Interconnected Network, the Mid-Continent Area Power Pool, North American Electric Reliability Council and Wisconsin Reliability Assessment Organization.

Teresa Mogensen has been named director of transmission planning and service for ATC. In that capacity, Mogensen will provide oversight to the development of the transmission system, including the utilization of appropriate new transmission technologies and the development of an overall planning and service strategy that balances the needs of all ATC stakeholders in Wisconsin and Michigan's upper peninsula. Mogensen is currently assistant manager of transmission planning and system protection at Wisconsin Electric, and serves on the planning, engineering and maintenance team working to form ATC. She holds a BS degree in electrical engineering from Marquette University.

Arnie Vaske will become manager of accounting for ATC. Vaske is currently employed by Alliant-Wisconsin Power & Light, where he is manager of special projects. He is co-chair of the finance/accounting/billing team working on ATC formation. Vaske has held various accounting positions at Alliant during his 30-year career there. He began his career at Arthur Andersen after graduating from Loras College in Dubuque, Ia. Vaske earned a Master's of Business Administration degree from the University of Dubuque and is a doctoral candidate at St. Andrew's University in Davenport, Ia. He has served on a number of industry committees, including the EEI Accounting Standards Committee. He is a Certified Public Accountant and Certified Internal Auditor.

Jeff Rauh will be ATC's manager of customer and regulatory relations, responsible for directing customer relations and federal and state regulatory affairs. His group will develop pricing and tariffs and be responsible for ensuring customer satisfaction and ATC profitability. Rauh is the current manager of transmission policy for Wisconsin Electric and is serving as coordinator of all project teams working to form ATC. Rauh began his career at Wisconsin Electric in 1990 and served in several positions managing WE's participation in policy-related regulatory dockets. He also served as chair of one of six work groups that designed the Midwest Independent System Operator. Prior to joining Wisconsin Electric, Rauh was a military officer, managing relations between the San Diego community and the Navy's attack submarine force on the West Coast. Rauh graduated with a liberal arts degree in the Program of Liberal Studies from the University of Notre Dame.

Malcolm Bertsch will serve ATC as principal analyst for strategy and tariffs. Bertsch, currently wholesale market coordinator at Wisconsin Electric, has played the lead role in developing the ATC tariff, which will be filed with the Federal Energy Regulatory Commission later this month. Bertsch has worked in various regulatory positions during his 14-year tenure at Wisconsin Electric. He also has served as vice chair of the MISO Pricing Work Group. Bertsch is a graduate of the University of Pennsylvania, where he earned a bachelor's degree in economics and a master's in energy management and policy.

Five Wisconsin-based electric companies are forming ATC, the nation's first, for-profit electric transmission company. Those companies include Alliant Energy, Madison Gas & Electric, Wisconsin Electric, Wisconsin Public Power Inc., and Wisconsin Public Service.

ATC, by focusing solely on the provision of transmission service, will provide reliable delivery of electricity and excellent customer service along with a solid return to investors. Formation of the company requires federal and state regulatory approvals, and it will be regulated by the Federal Energy Regulatory Commission for all rate terms and conditions of service. The company ultimately will be a transmission-owning member of the Midwest Independent System Operator.
