They meet in the Los Angeles area twice a year, in January and July, in conferences known as Winter and Summer , apparently unclear over whether its award for Program of the Year should go to the best or simply most popular series, opted for the latter in bestowing the honor upon Fox's reality talent show ``American Idol.''
