ASTM Develops a New Standard for Inspecting Building Facades.Business Editors SOUTHBORO, Mass.--(BUSINESS WIRE)--Aug. 13, 2003 ASTM International ASTM International (ASTM) is an international standards developing organization that develops and publishes voluntary technical standards for a wide range of materials, products, systems, and services. recently developed and passed E2270, "Standard Practice for Periodic Inspection of Building Facades for Unsafe Conditions." The new standard outlines the requirements and procedures for conducting facade inspections. The standard is intended for adoption by model building codes, local municipalities, or private owners of multiple buildings, such as universities. The availability of this standard will help many cities that don't have a facade ordinance to adopt one and assist cities with existing ordinances to adapt their current ordinances to reflect improved practices. "While some cities have very stringent requirements for their (facade) inspections, others require only visual inspections, and still others don't have any regulations regarding facade inspections. Facade ordinances have typically been adopted because of damage to property, injury to pedestrians, or even loss of life," said Michael Petermann and Jeff Erdly, co-chairs of the ASTM ASTM abbr. American Society for Testing and Materials Facade Inspection Task Group. "One example is the city of Columbus The passenger steamer City of Columbus ran aground on Devil’s Ridge off of Gay Head Cliffs in Martha's Vineyard, Massachusetts in January 1884. She was owned by Boston & Savannah Steamship Co. and was built in 1878. She was an early iron steamer with a tonnage of 2,200. , Ohio ordinance adopted after Councilman Ben Espy lost part of his leg in 1984 when a large section of a building's cornice cornice (kôr`nĭs), molded or decorated projection that forms the crowning feature at the top of a building wall or other architectural element; specifically, the uppermost of the three principal members of the classic entablature, hence by fell to the sidewalk." Furthermore, the late forensic engineer Tom Grimm noted in the March 2000 issue of The Construction Specifier, that masonry falls off a building facade somewhere in the United States United States, officially United States of America, republic (2005 est. pop. 295,734,000), 3,539,227 sq mi (9,166,598 sq km), North America. The United States is the world's third largest country in population and the fourth largest country in area. about every three weeks, and that at least 49 such masonry failures had killed 30 people and injured 81 during the late 1990's. "ASTM's new standard is the result of six years of work by industry members who, without the pressures of politics and special interests, created a practical standard using the rigorous consensus process that is the hallmark of ASTM," said Thomas Schwartz, chair of the ASTM Subcommittee on the Performance of Exterior Wall Systems that approved the new standard practice. "The new standard provides cities with a comprehensive benchmark that draws on the best existing facade ordinances in cities across the US and the expertise and experience of members of the ASTM task group and subcommittee." The ASTM members who created this standard represent leading forensic architects and engineering firms all over North America North America, third largest continent (1990 est. pop. 365,000,000), c.9,400,000 sq mi (24,346,000 sq km), the northern of the two continents of the Western Hemisphere. . He has served as president of the Sealant, Waterproofing, and Restoration Institute and has authored several papers on sealant applications, failure analysis, and masonry treatment. He is co-editor of the ASTM book, Water Leakage through Building Facades. Mr. Petermann has experience in investigation and repair of both historic and contemporary building facades and roofs. In the past 15 years, he has surveyed numerous facades and roofs involving a wide variety of material and component failures. He specializes in facade inspection techniques and data acquisition. He recently developed a technique that utilizes a handheld computer A computing device that can be easily held in one hand while the other hand is used to operate it.
