ASSESSMENT LOSS REFLECTED IN PARKS.

Voters' refusal last fall to continue paying $600,000 a year to maintain city parks has forced a shake-up of the park department's management and likely will spell closures and an end to some events, officials said Friday.

The rejection by voters of a parks maintenance assessment likely will force the closure of two of the city's 14 parks, Virginia Colony and Monte Vista Monte Vista can refer to

``It's disappointing, obviously,'' Kueny said.

In addition, the position of assistant to the city manager is being vacated and will not be filled, saving an estimated $70,000 per year. The assistant's duties will be spread among remaining staff members.

``We were already understaffed in my opinion, and so we will just do what we can,'' Kueny said.

The failure of the parks measure left Moorpark grappling with the effects of Proposition 218, which empowers voters to decide whether to continue paying special property tax assessments.

Measure P, which would have continued to raise $600,000 a year for park maintenance, failed to win the necessary two-thirds approval, as did a $16 million school bond titled Measure U.

Because Moorpark has used special assessments to finance services wanted by many residents, the city is one of the first to feel the brunt brunt

``Everything we're doing right now, we're doing because that's what the voters wanted.''

Evans said he doubts city officials will put a park measure back on the ballot for at least a year, and said they are never likely to do so unless there is broad-based support.
