THOUSAND OAKS Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  - Two of the four candidates vying for the 37th District Assembly seat failed to show for a public forum Friday, but that didn't stop the others from engaging in friendly debate and fielding a range of questions from the audience.

Democratic challenger Jon Sharkey squared off with Libertarian lib·er·tar·i·an

The two are running in the March 7 primary, as are incumbent Republican Tony Strickland and third-time challenger Roz McGrath, whose representatives said short notice and busy schedules prevented them from attending.

Sharkey's platform centers on fighting sprawl in Ventura County by eliminating tax incentives for what he calls irresponsible development.

The Port Hueneme Port Hueneme (wī'nē`mē), city (1990 pop. 20,319), Ventura co., S Calif., on the Pacific coast; founded 1870, inc. 1948. It has an artificial deep-sea harbor and is the site of a huge naval construction-battalion (Seabee) center.  city councilman also said he strives to reform the financial relationship between state and local government.

``We need to start investing back in the neighborhoods,'' Sharkey said. ``If you're going to get housing people can afford, a chunk of that property tax should come back into the community to pay for police and services that preserve property values.''

At the core of Michlin's debate was fiscal autonomy, based on the idea that the people know best how to spend their money.

``The Democrats said they weren't going to spend money and spent it. The Republicans said they weren't going to spend it and did,'' the business consultant said after the debate. ``If you think you know how best to spend your money, vote for me.''

The candidates fielded a range of questions - from general queries about why they are seeking office to specific concerns about land use and financial matters facing the district that stretches from Thousand Oaks to Oxnard.

The forum was sponsored by the League of Women Voters League of Women Voters, voluntary public service organization of U.S. citizens. Organized in 1920 in Chicago as an outgrowth of the National American Woman Suffrage Association, it had as its original nucleus the leaders of the latter organization.  and the Thousand Oaks chapter of the American Association American Association refers to one of the following professional baseball leagues:
