Why does the light stay red so long for Ethel Avenue motorists who want to turn onto Vanowen Street in North Hollywood?

This narrow stretch of Ethel is the only method of entry and exit for many area residents who live on or near Atoll Avenue, and we end up waiting a long time to get a green light.

 students get tired of waiting for a green pedestrian signal and intermittently cross the busy thoroughfare THOROUGHFARE. A street or way so open that one can go through and get out of it without returning. It differs from a cul de sac, (q.v.) which is open only at one end.
     2. Whether a street which is not a thoroughfare is a highway, seems not fully settled.

Can this signal be adjusted to better serve the commuters and pedestrians in this area?

The signal operation at Ethel Avenue and Vanowen Street was checked, and it was discovered that if cars arrive on Ethel or pedestrians press the buttons just after the signals for Ethel had been green for 25 seconds or more, they would have to wait at least 91-1/2 seconds, which is too long, said Brian Gallagher, with the Department of Transportation.

 Ethel motorists and pedestrians will only have to wait from 11-1/2 to 71-1/2 seconds - depending on when the motorist or pedestrian arrives at the intersection - which will noticeably reduce the waiting time, Gallagher said.

The sidewalks in question were hand swept on March 25 by a crew member of the East Valley Street Maintenance department, said Abe Navarro, the department superintendent.
