ASK MS. TRAFFIC : TRAFFIC SIGNAL TIMING WILL BE ADJUSTED AT WINNETKA.

If you have a question about annoying or potentially dangerous conditions on local streets and freeways, ask Ms. Traffic. Your concerns will be investigated to learn whether anything can be done to correct the problem. Ask Ms. Traffic appears Wednesdays.

Signal timings for motorists traveling on north- and southbound Winnetka Winnetka (wĭnĕt`kə), village (1990 pop. 12,174), Cook co., NE Ill., a residential suburb of Chicago, on Lake Michigan; inc. 1869. It is renowned for its public school system, various educational institutions, and its maverick teaching methods under the Winnetka Plan (see progressive education). Avenue at Victory Boulevard don't make sense.

Whether it's 3 a.m. or 3 p.m., the Winnetka signal remains red for too long, many times when there is no Victory cross-traffic.

Is it possible to change the signal's timing to accommodate the different traffic flows throughout the day? It sure would save the time of many Winnetka Avenue motorists.

- F.M., Winnetka

A signal timing study conducted at this intersection concluded that its night operation indeed was inefficient, said Brian Gallagher, the Signal Timing lead traffic engineer for the city of Los Angeles.

Gallagher said the light would be adjusted to provide additional green time in both the north- and southbound directions along Winnetka, Gallagher said.

Large shrubs, bushes, dying tall pine trees and cactus growing on the northwest corner of Erwin Street and Langdon Avenue are creating a serious hazard to motorists.

One property owner on the 6200 block of Langdon has let the greenery grow out to the curb, forcing southbound Langdon motorists to enter the intersection in order to see oncoming Erwin Street traffic.

Which city department should be notified of the potential for a serious traffic accident?

- B.H., Van Nuys

The city Street Tree Division found that vegetation on the private property in question was indeed overgrown and officials issued a citation notice to the owners, said Greg Monfette, a department tree surgeon supervisor.

Property owners are required to maintain foliage on their property or risk paying a fine if the required work is not completed within about two weeks.

All of the streets along Laurel Canyon Boulevard between Roscoe Boulevard and Strathern Street in Sun Valley were recently resurfaced with some exceptions, like Vantage Avenue.

Vantage is full of cracks and uneven roadway, and its curbs are crumbling due to use and age. Some of the other area streets that were resurfaced were in better condition than Vantage.

Neighbors got together and signed a petition asking the city for both a signal on one of our busy intersections and a complete resurfacing but have not heard from any city agency acknowledging receipt of our petition. We don't even know if our street would qualify.

We pay our taxes like everyone else and would like to know what's going on.

- D.T., North Hollywood

Abe Navarro, the East Valley Street Maintenance superintendent, said only that the stretch of road in question will be submitted for consideration in a future annual resurfacing program.
