A committee of two City Council members and three art commissioners reviewed work samples submitted by 15 artists before narrowing the field on Monday. The finalists were picked based on ``the quality of their work,'' said Stacy Minasian of the city's Theaters Department.

Each of the five artists will be given $500 to produce a small model of their porposed artwork, from which a final design will be selected.

The finalists' names will be released once they sign a contrct with the city, probably in two to three weeks, Minasian said.
