The contest is part of Scott's drive to incorporate more art into academic curricula, an issue to be addressed at a hearing in Burbank next week titled ``Beyond the Soundbite: Arts and Academic Learning.''

Scott, who chairs the state Legislature's Joint Committee on the Arts, will join educators, professional artists and art officials to discuss where art fits within public school curriculums.

 education budget cuts, arts will be the first thing to go. She hopes that the ``Beyond the Soundbite'' hearing will help maintain current art programs and lead to more.

``We have tried to enhance our arts program here in Glendale, but the state unfortunately puts all of the emphasis on testing. We are very concerned that the arts will be one of the first places that cuts will be made with California's economic downturn,'' Ellis said.

Like Ellis, Scott hopes that the meeting will lead to possible legislation, but for now, he is taking smaller steps, such as the District 21 middle-school art contest.

The art contest is available to all middle-schoolers in Scott's district and although the themes of the contest are clearly related to 9-11, the artwork does not have to portray that, Scott said.

No artistic medium is specified, so the students will be able to choose how to convey the themes, Scott said. Anything from a sketch to a sculpture will work.

Entries are due at Scott's district office by Nov. 1, and the winner will be announced in early December. The winning entry will be displayed at the state Capitol Capitol, seat of the U.S. Congress
