ARSON SURGED LAST YEAR.

Arson arson, at common law, the malicious and willful burning of the house of another. Originally, it was an offense against the security of habitation rather than against property rights.  was the only one of the 10 most serious crimes that increased in the Santa Clarita Valley The Santa Clarita Valley is the valley of the Santa Clara River in Southern California. It stretches through Los Angeles County and Ventura County. Its main population center is the city of Santa Clarita. The valley was part of the 48,612-acre (19,672.  in 1996 - up by 21 incidents from the previous year, sheriff's crime statistics show.

In 1995, there were 37 arson reports, compared to 58 last year, authorities said.

, who heads the Santa Clarita Valley sheriff's station detective bureau, said he believes juveniles who go on line to learn how to make explosives are responsible for the 57 percent increase.

``The information is very much available,'' he said. ``It's incredible what they can get.''

Peters said that in many cases arsonists are not found, so arrests are few.
