ARROYO VISTA PARK FIREWORKS DISPLAY CANCELED THIS YEAR; VICTIM OF MOORPARK BUDGET CUTS.

Byline: Paul O'Donoghue Staff Writer

For the last several years, businessman Gary Lowenberg has spent July 3 at Arroyo Vista Park, enjoying music, carnival games

Explosives or combustibles used for display. Of ancient Chinese origin, fireworks evidently developed out of military rockets and explosive missiles and accompanied the spread of military explosives westward to

But Lowenberg and his wife and two children will have to find somewhere else to watch fireworks this year. Moorpark officials have canceled the traditional display because of a lack of money.

``It was really cool, and it's a shame that it's gone by the wayside this year,'' Lowenberg said.

The free event, which cost taxpayers about $15,000, fell victim to budget cuts because voters in 1997 rejected Measure P, which would have paid for park upkeep and other projects.

But some residents said the council made the right decision when it didn't include money for the display in this year's budget.

``It's not that we don't like the fireworks display; it's a matter that we can't afford it,'' said Tony Simen, who lives near Virginia Virginia, state, United States

Colony Park, which the city proposed closing last year because of a lack of funds.

``In a half-hour or hour, they burn up more than they want to spend to maintain our park. So that's an expense that we don't want to have.''

Several other residents said they always appreciated that Moorpark held its display on July 3 - the day before fireworks extravaganzas held by Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969. , Camarillo and Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. ``To tell you the truth, the one in Thousand Oaks is much better,'' 16-year-old Jason Lashmet said of Moorpark's fireworks display. ``There's a lot of other places where one can see fireworks.''

But Lashmet, who has attended the Moorpark display with his younger brother Wiki is aware of the following uses of "'Younger Brother":

``I think they should hold it, but I guess it's a money problem or something,'' he said. ``I would think it would be a good thing to have it again.''
